The invention discloses a fabricated structure reinforcing steel bar sleeve grouting connection construction method under the low-temperature environment. The method comprises the steps that 1, after assembly and welding of a connecting reinforcing steel bar, a reinforcing steel bar stirrup and a sleeve are completed according to the design requirement, a self-limiting temperature electric heating strip is evenly and compactly wound around the sleeve; then a fabricated concrete member is cast, and the self-limiting temperature electric heating strip is embedded into concrete to form a prefabricated part; 2, after the prefabricated part is installed on site, the surface of the fabricated concrete member is covered with a heat insulation material; 3, the self-limiting temperature electric heating strip is powered on for heating, meanwhile, a grouting material is poured into the sleeve, and electric heat of the self-limiting electric heating strip is utilized for keeping the grouting material inside the reinforcement steel bar at the temperature being 45+/-5 DEG C for maintenance for 30 min to 72 h. According to the construction method, the grouting material is heated and maintained by means of the self-limiting temperature electric heating strip, the maintenance temperature is stable, the heat efficiency is high, the influence of the low temperature environment on the project quality can be reduced to the greatest extent, and limitations of the building height and member sizes are avoided.
