On the basis of energy conservation of a building, production of a new energy is further developed. In order to acquire better new energy production effects, three levels are carried out, energy conservation and new energy production are executed step by step from the easier to the more advanced on existing houses and newly-built houses, and more buildings are used as much as possible for energy conservation and new energy production. Outer space of the outer surface of the building is fully used. According to an outer facade of the outer wall, photovoltaic panels capable of power generation can be used for replacing outer layer calcium silicate boards on a decorative layer of outer wall outer insulation, and power generation is carried out. Multiple means are used for changing the outer surface which can not receive enough sun into the best adoption angle, and effective receiving of the sun by the power generation photovoltaic panels is improved. The power generation efficiency is improved, the lighting area is expanded, and the sun receiving amount is added. The photoelectric tracking technology is used for changing a temporary lighting time into a full-weather full-season complete lighting time, the possible lighting time and the timing area can be fully acquired and changed maximally, and power generation and heat generation are maximized in possible conditions.
