The invention discloses a slump retaining type polyether type polycarboxylic acid water reducing agent and a preparation method thereof; the water reducing agent adopts an A material, a B material and a C material for synthesis, wherein the A material is composed of a reducing agent and softened water, the B material is composed of an unsaturated monocarboxylic acid and a derivative monomer thereof, a chain transfer agent and softened water, and the C material is composed of a macromonomer, an oxidant and softened water. Normal temperature synthesis of the slump retaining type polycarboxylic acid water reducing agent is realized, not only is the energy consumption reduced, but also the side effects are reduced, the performance of the polycarboxylic acid water reducing agent is improved, and the obtained water reducing agent has excellent water reducing effect and good slump retaining performance.
