A functional monomer with a steric hindrance effect and anions is introduced into the polycarboxylic acid slump retaining water reducing agent, hydroxyl anions are prevented from attacking ester groups, the hydrolysis speed of ester groups is slowed down, the peak value of the hydrolysis speed is reduced, and the hydrolysis time is prolonged, so that the slump retaining time is prolonged, and the performance of the polycarboxylic acid slump retaining agent is improved.
