A noise reducing panel and laying grooves thereof are applicable to absorption of high-frequency and low-frequency noise and are particularly used as building materials to decorate ceilings, walls and the like of a noise room. The noise reducing panel is characterized by comprising a bottom plate, a surface plate, an interlayer, a frame and the like, wherein the two plates can be metal plates or non-metal plates and can be made of different materials, the interlayer can be made of a honeycomb material or a sponge material, arc-shaped laying grooves are designed in edge strips of the frame, the two plates, the interlayer and the frame are connected through gluing, and the geometrical shape can be designed into a rectangle and the like.
