The invention provides a runoff processing and emergency system for the bridge floor. The runoff processing and emergency system is composed of a distributing pool, an adjustment-emergency pool, a horizontal sedimentation pool and a biofilter pool which are sequentially connected. A distributing pool overflow weir is disposed in the distributing pool, water coming into the distributing pool flows into a later runoff drain pipe through the distributing pool overflow weir, and rain sewage in the former runoff and the later runoff on the bridge floor can be distributed. The adjustment-emergency pool is provided with a space used for collecting the initial runoff and accident emergency runoff. The adjustment-emergency pool is connected with the horizontal sedimentation pool through a siphon, siphon water drawing can be automatically formed through the siphon action, and the speed of inflow of the horizontal sedimentation pool can meet the demand. The horizontal sedimentation pool has functions of oil isolation and deposition. The biofilter pool is a multilayer medium system, and pollutant can be deeply processed through a dual function of physical filtering and biological purifying.
