The invention relates to a movable cofferdam open-cutting method. The method includes the steps of 1, enclosing a cofferdam; 2, cutting out earth in a construction mass (1) to build a tunnel; 3, removing a removal member (2); 4, building a newly-built member (3); and 5, repeating the steps 2 to 4 until completion of tunnel construction. The steps 2 to 4 can be synchronously performed in random order. The method has the advantages that construction period can be shortened, construction cost can be lowered, route traffic is unaffected in wide waters, long-range or extra-long-range tunnel construction is allowed, excavation area is smaller, excavated earth is less, and the environmental influence is low.
