The open sea cofferdam comprises a gravel layer arranged on open sea rocks, and the gravel layer is higher than the open sea water level; a first block stone surface protection layer is arranged on the upstream side surface of the gravel layer; secant piles are arranged in the gravel layer, one ends of the secant piles extend into the open sea rocks, and the other ends of the secant piles are higher than the open sea water level. When the open sea cofferdam is constructed, shield construction does not need to be conducted on the upstream of flowing water and the periphery of the cofferdam, and the open sea rocks can be directly filled with gravels in a throwing mode, so that the gravel layer is rapidly formed; then the first block stone surface protection layer is constructed on the basis of the gravel layer.
