The invention discloses an initial rainwater and later-stage rainwater diversion, storage and drainage system and a storage and drainage method. The system is characterized by comprising a drainage system (1) used for discharging rainwater; a sewerage system (2) used for discharging sewage; a flow divider (3) mounted between the downstream of the drainage system (1) and an external municipal rainwater pipeline drainage system (1a), and comprising an initial rainwater collection chamber (3a) used for collecting initial rainwater and a later-stage rainwater collection chamber (3b) used for collecting later-stage rainwater after the initial rainwater collection chamber (3a) is full, wherein the later-stage rainwater collection chamber (3b) is located at the downstream of the initial rainwater collection chamber (3a), and the initial rainwater collection chamber (3a) automatically closes after being full; an initial rainwater storage system (4a) communicated with the initial rainwater collection chamber (3a); an initial rainwater recession pipeline (5a) communicated with the initial rainwater collection chamber (3a) and the sewerage system (2); a later-stage rainwater storage system (4b) communicated with the later-stage rainwater collection chamber (3b); and a later-stage rainwater recession pipeline (5b) connecting the later-stage rainwater collection chamber (3b)/later-stage rainwater storage system (4b) and the external municipal rainwater pipeline drainage system.
