The invention provides cement-emulsified asphalt mortar and a preparation method thereof. The cement-emulsified asphalt mortar comprises, by weight, 0.95-0.99 parts of cement, 0.35-1.8 parts of emulsified asphalt, 0.01-0.3 parts of natural asphalt, 1-2.5 parts of sand, 0.01-0.05 parts of an expanding agent, 0-0.5 parts of water, 0.001-0.01 parts of an antifoaming agent, 0.003-0.01 parts of an air entraining agent and 0.0001-0.0003 parts of an aluminum powder raw material. The natural asphalt comprises one or more of lake asphalt, rock asphalt and seabed asphalt according to any ratio. The cement-emulsified asphalt mortar has the characteristics of good homogeneousness and good elasticity and is suitable for filling of a plate-type ballastless track with high track structure vibration damping requirements.
