The invention discloses a cement grinding aid prepared with a waste anti-freezing liquid. The cement grinding aid comprises the following components, by weight: 20-75 parts of pretreated waste anti-freezing liquid, 5-40 parts of alkanolamine, 1-5 parts of an acid solution, 3-12 parts of saccharide, and 15-50 parts of water. According to the invention, an alkaline solution is added to the waste anti-freezing liquid for regulating the pH value; a flocculation component is added, and the mixture is stirred and is allowed to stand; upper-layer oil is separated, and filtration is carried out for removing flocculent precipitates, such that a clear mixed solution which is the pretreated waste anti-freezing liquid is obtained. According to the invention, the waste anti-freezing liquid with sufficient source, wide geographical distribution and low price is adopted as a main raw material, such that the method is a novel method for utilizing the waste anti-freezing liquid as a resource. The method is green, and has the advantages of no pollution, low cost, and no waste acid or wastewater discharge.
