The rough milling device comprises a machine body (1'), wherein the machine body (1') is provided with a main transmission device (2'), the output end of the main transmission device (2') is connected to a driving shaft of a milling disk (3'), a hydraulic pressure driving perpendicular moving and positioning device (4') is also connected to the machine body (1') and is also connected with an electric horizontal moving and positioning device (5'), and the milling disk (3') is fixedly mounted on the machine body (1'); cutter frames (6') are mounted on the milling disk (3') in the circumferential direction, and milling cutters are fixed on the cutter frames (6'). The rough milling device (106) of the mobile rail milling vehicle, provided by the invention, can trim the orbifold, formed in one piece, of the rail, and is good in remediation effect and high in working performance. Each milling cutter head consists of a combined type cutter frame mounted on the milling disk, so that when blades are locally damaged, the whole milling disk does not need to be disassembled, and only the damaged cutter frame needs to be disassembled and exchanged; therefore, the cost is reduced, and the exchange is convenient.
