The invention discloses a safe operation scheduling system for a water conveyance project in a hilly region. The system comprises a flow division pond, a pump station front pond, a pump station, a water conveyance pipeline, a pressure tunnel, a free-flow tunnel, a high pool and a division, wherein a diversion sluice and a regulating sluice are arranged in a water conveyance system on the upstream of the pump station front pond; a flow and pressure regulation valve is arranged at an inlet of the pressure tunnel; flow and pressure regulation valves are arranged on the upstreams of the diversion and the free-flow tunnel; a flow and pressure regulation valve is further arranged at the tail end of the water conveyance system; pressure meters, flow meters, water level gauges and timers are arranged at the pump station front pond, the water inlet and outlet ends of each water pump of the pump station, the diversion and temporary regulation points along a water conveyance line. The system further comprises a control unit, wherein the data acquisition end of the control unit is connected with the pressure meters, the flow meters, the water level gauges and the timers; the control end of the control unit is connected with a water pump control cabinet for controlling the water pumps, a flow and pressure regulation valve control cabinet for controlling the flow and pressure regulation valves and a control cabinet for controlling the regulating sluice, the diversion sluice and a diversion valve.
