The invention provides an outer side wall earth pressure cell hydraulic type burying device and method. The outer side wall earth pressure cell hydraulic type burying device comprises a steel sleeve, a water stop pad, a blocking plug, an earth pressure cell, a jack and a steel base. When the outer side wall earth pressure cell hydraulic type burying device is used, oil pressure is exerted on the jack, jacking of the jack is utilized to enable the earth pressure cell and the blocking plug to forward move together. With continuous movement of a jacking pipe or an open caisson, the blocking plug atomically breaks away from the surface of the earth pressure cell due to the friction force, and the jacking path of the jack or a limiter setting method is utilized to enable the stressed surface of the earth pressure cell to be rightly located on the same plane with the outer surface of the jacking pipe or the open caisson for data reading. After data reading is completed, the jack retreats back to the earth pressure cell, the steel base is opened, the jack and the earth pressure cell are taken out, and the steel sleeve is timely sealed to prevent flow penetration. The outer side wall earth pressure cell hydraulic type burying device and method are widely used for burying of the concrete jacking pipe, the open caisson and the like during construction risk assessment and earth pressure monitoring measurement, enable burying positions not to be limited, are accurate in positioning, low in installation cost and high in mechanical degree, enables pushing to be convenient and quick and can be repeatedly applied.
