The invention provides a section bar of an outwards opening casement window and an outer frame cover plate of the section bar. The section bar comprises an outer window frame, an inner window frame and the outer frame cover plate. The outer window frame is connected with the inner window frame by two heat-insulation strips. The outer frame cover plate comprises a cover plate body, a first side plate and a second side plate. Two ends of the cover plate body respectively downwardly extend to form the first side plate and the second side plate, the first side plate is provided with an inwards oblique end, and the second side plate is provided with a bent portion which is outwards bent; the first side plate and the second side plate of the outer frame cover plate are respectively fixed to a first groove in the outer window frame and a second groove in the inner window frame by the aid of adhesive. The section bar and the outer frame cover plate have the advantages that the section bar is provided with the outer frame cover plate, accordingly, water can be prevented from flowing into the heat-insulation strips, requirements of the heat-insulation strips on waterproof, sun-protection and impact-resistant materials and the like can be effectively lowered, and the service lives of the heat-insulation strips can be prolonged.
