The invention provides an urban road traffic non-cross operation system and belongs to a top-layer design of an urban road traffic operation system. The urban road traffic non-cross operation system is composed of road settings that a transverse road is set to drive in a single direction and a vertical road is set to drive in two directions (vice versa), a one-bridge and single-branch flyover where vehicles on the bridge can drive in two directions and vehicles on a road can drive in one direction, and non-cross road settings that the vehicles move leftwards when turning left and move rightwards when turning right. The construction price of the flyover can be reduced by 3/5 and the geographic space can be saved by 3/4. The passing rate of an urban road can be improved by more than 70% from existing less than 30%, so that the traffic jam problem of cities is basically solved.
