The invention provides a reservoir system in hilly and mountainous areas and a building method thereof. The reservoir system comprises an existing reservoir and a water storage unit system, wherein at least one water storage unit is arranged in a water collecting area of the existing reservoir; the water storage units are distributed in the longitudinal and transverse direction of the existing reservoir to form the water storage unit system. As the water storage units are added to the water collecting area of the existing reservoir to form the reservoir system, the flood control reservoir storage capacity of the reservoir is improved, the flood control capability is enhanced, damage and pollution to the ecological environment are reduced, damage caused by rainstorm to the reservoir and downstream flood disasters of the reservoir are also reduced, and the reasonable water resource utilization degree and level are improved.
