A method for preparing active slag powder and an active skeletal material by using rotary kiln factory waste concrete is provided, comprising: putting crushed waste concrete in a rotary kiln by using rotary kiln cement production line processing equipment for calcination in 980 to 1280 DEG C; and then preparing active slag powder and skeletal material by rational grinding and separation. According to the invention, a rotary kiln cement production line device may be used to conveniently and effectively utilize all components in waste concrete in low costs, and high-quality active slag powder and a high-quality active skeletal material that are high in additional value and wide in market purpose are produced.
