The invention discloses an environment-friendly and energy-saving steel slag water permeable brick and a preparation method thereof. The steel slag water permeable brick comprises a base layer and a surface layer, wherein the base layer is made of 40-75 parts of steel slag, 5-25 parts of water granulated slag, 5-25 parts of mountain flour, 0-10 parts of coal ash, 8-25 parts of cement and 10 parts of water, and the surface layer is made of 0-80 parts of steel slag, 0-80 parts of sand, 15-30 parts of white cement, 0-5 parts of toner and 10 parts of water. The thickness of the base layer is 5-20% the total thickness of the steel slag water permeable brick. The preparation method comprises the steps that the raw materials of the base layer and the surface layer are weighed according to a formula; the base layer and the surface layer are evenly mixed, raw materials except for water are mixed at first and then added with water, and therefore the base layer materials and surface layer materials are obtained; the base layer materials are fed into a mold, and primary molding is achieved through shock; the surface layer materials are fed into the mold in which base layer materials are fed, and secondary molding is achieved through shock; green bricks are naturally cured for 1-2 days at room temperature and then stacked after the shape is stable, and then environment-friendly and energy-saving steel slag water permeable bricks are obtained after 28-30 days of natural curing at room temperature. According to the method, the smelting production additional value is increased, and the physical and mechanical properties of the produced steel slag water permeable brick are good.
