A water tunnel construction method comprises the following steps that A, a tunnel is drilled, wherein the tunnel is provided with a first end communicated with the land face and a second end which is close to but not communicated with the high-pressure water area; B, a gate is arranged at the position, close to the second end, of the tunnel, the tunnel is divided into a first section close to the land face and a second section located on the side of the first section reverse to the gate, and the length of the first section is far larger than the length of the second section; C, water injection is carried out on at least the first section; and D, the second section and the high-pressure water area are communicated, the gate is opened, and the water tunnel for the land face and the high-pressure water area to be communicated is formed. After the tunnel is drilled, water is injected at least to the first section, corresponding water pressure contending against the high-pressure seawater produced when the second section and the high-pressure water area are communicated can be formed, and possibility of damaging the water tunnel and related facilities is reduced.
