The invention discloses an iron-steel slag powder composite grinding aid and a using method thereof. The novel composite grinding aid comprises 20-30wt% of triethanolamine, 50-70wt% of triisopropanolamine and 10-20wt% of sodium polyphosphate. Under the circumstance that the proportion of steel slag in iron-steel slag powder is 30-40%, the composite grinding aid can be utilized for remarkably improving both the early activity and the long-term strength of steel-doped iron slag powder; when the composite grinding aid is utilized for preparation of the iron-steel slag powder, the activity of the iron-steel slag powder is improved, the performance of the iron-steel slag powder is optimized, a large amount of industrial waste slag can be utilized, the cement consumption is reduced, and energy conservation and emission reduction are facilitated.
