The space of the temporary construction access tunnel is fully utilized, the construction access tunnel and the upper chamber of the surge shaft are combined for consideration, the access tunnel is transformed into the upper chamber of the surge shaft at the late stage instead of arranging the upper chamber independently, and the effect of the surge shaft can be fully achieved; due to the fact that the construction access tunnel is transformed into the upper chamber, the structure of the surge shaft is effectively optimized, the project amount and construction difficulty of a vertical shaft of the surge shaft are reduced, the surge shaft can be fully utilized during temporary projects, and project investment is reduced.
