The invention discloses a surge shaft structure utilizing an access tunnel as an upper chamber and a construction method. A surge shaft is arranged in a mountain. The upper chamber is formed by additionally arranging a lining structure, a plug and a maintenance observation overbridge on the construction access tunnel formed in the early stage in a transform mode. The space of the temporary construction access tunnel is fully utilized, the construction access tunnel and the upper chamber of the surge shaft are combined for consideration, the access tunnel is transformed into the upper chamber of the surge shaft at the late stage instead of arranging the upper chamber independently, and the effect of the surge shaft can be fully achieved; due to the fact that the construction access tunnel is transformed into the upper chamber, the structure of the surge shaft is effectively optimized, the project amount and construction difficulty of a vertical shaft of the surge shaft are reduced, the surge shaft can be fully utilized during temporary projects, and project investment is reduced.
