The invention relates to the field of water conservancy and hydropower facilities, in particular to a double-chamber surge chamber structure which is small in cross section area of a single surge chamber structure so as to adapt to complex engineering geological conditions and special geological conditions of bed rock breaking. According to the technical scheme, the double-chamber surge chamber structure comprises surge chambers and a diversion tunnel, the surge chambers at least comprise the first surge chamber and the second surge chamber, the first surge chamber and the second surge chamber are arranged on the same horizontal height, and the diversion tunnel is arranged on the first surge chamber and the second surge chamber. And the first pressure regulating chamber and the second pressure regulating chamber are respectively communicated with the diversion tunnel through respective independent connecting wells. The method is particularly suitable for surge chamber arrangement under complex engineering geological conditions and special geological conditions of bed rock breaking.
