The invention relates to a method for manufacturing special anhydrite cooked slag by using processing phosphogypsum in rotary kiln factories. The method comprises the following steps: (1) material preparation: taking the raw materials of phosphogypsum and waste rock ballast, wherein the caked phosphogypsum is smashed to be of the grain size of smaller than 40 mm; (2) material proportioning: proportioning the phosphogypsum and the waste rock ballast in the proportion of (50% to 80%): (20% to 50%); (3) powder preparation: continuously feeding the proportioned materials in a raw material vertical mill system, mixing and milling the waste powder material with the 80 [mu]m screen residue of smaller than or equal to 30%; and (4) calcination: continoulsy feeding the waste powder material in a dry method rotary kiln preheater system, feeding in a rotary kiln, calcining for 15-60 min at the temperature of 1150-1350 DEG C under oxidizing atmosphere, and thus obtaining the special anhydrite cooked slag. By utilizing the method, the phosphogypsum and other wastes can be effectively utilized at a lower cost, and the special anhydrite cooked slag and special anhydrite binding materials with higher additional value and wide use are produced.
