The invention discloses a basalt fiber foaming cement heat insulation plate, which is prepared from raw materials containing powder materials (cement or a mixture of cement and mineral additives according to a weight ratio being 50 percent to 99 percent and 1 percent to 50 percent), anti-cracking ingredients (basalt fiber), chemical additives (hole structure regulators, set-controlling agents, waterproof agents, water reducing agents, foaming synergists and foaming agents) and water. The water-to-glue ratio is 0.3 to 0.6. The weight percentage of each ingredient of the chemical additives and the anti-cracking ingredient accounting for the weight of the powder material is shown as follows: the hole structure regulators are 0 to 3 percent, the set-controlling agents are 0 to 10 percent, the waterproof agents are 0.5 to 3 percent, the water reducing agents are 0.05 to 0.5 percent, the foaming synergists are 0 to 5 percent, the foaming agents are 3 to 10 percent, and the anti-cracking ingredients are 0.5 to 3 percent. The powder materials, the hole structure regulators, the set-controlling agents, the waterproof agents, the water reducing agents and the water are mixed; then, the mixture is stirred for 30s at a speed being 150 to 250r/min; the anti-cracking ingredient is added and is stirred for 60s; then, the foaming synergists are added and are stirred for 20 to 50s; finally, the foaming agents are added and are stirred for 5 to 15s; after the foaming, the cutting is performed, and the heat insulation plate is obtained. The heat insulation plate provided by the invention has the advantages that the quality is stable, and the combustion performance can reach the national grade A standard.
