The preparation method comprises the following steps: esterification reaction, wherein the used raw materials are methoxypolyethylene glycols 2000, methacrylic acid, monomers with air-entraining function, monomers with defoaming function, p-toluenesulfonic acid and hydroquinone, the esterification temperature is 110 DEG C-130 DEG C, the vacuum degree is minus 0.08 MPa; the reaction time is 6-8 hours, the monomers with air-entraining function are polyethylene glycol with the low molecular weight of 200-600, and the monomers with defoaming function are alkyl alcohol containing 7-16 carbon atoms; polymerization reaction, wherein the used raw materials are an esterification product, soft water, mercaptoacetic acid, an ammonium persulfate aqueous solution with the concentration of 2.87% and a sodium hydroxide aqueous solution with the concentration of 30%, and the polymerization temperature is 80-85 DEG C. According to the preparation method, the monomers with air-entraining function and the monomers with defoaming function are grafted on polycarboxylate water reducer molecules through a chemical method, so that the situation of unstable quality caused by physical mixing is solved.
