The invention relates to an offshore wind turbine foundation structure. The offshore wind turbine foundation structure is characterized in that the offshore wind turbine foundation structure comprises a plurality of steel pipe piles and a steel platform; the steel platform comprises upper beams, lower beams, upper longitudinal beams, lower longitudinal beams and a steel plate; the lower longitudinal beams are fixedly connected to the lower beams, the upper beams are fixedly connected to the upper portions of the lower longitudinal beams, and the upper longitudinal beams are fixedly connected to the upper portions of the upper beams; and the steel plate is fixedly connected to the upper portions of the upper longitudinal beams to form the integrated steel platform, the lower beams are fixedly connected with the tops of the steel pipe piles, and a steel platform foundation is formed by the steel pipe piles. A construction method includes the steps that the steel platform is built; a crawler crane is assembled onto the steel platform; locating piles are sunk; foundation piles are sunk; a concrete bearing platform is poured; and a tower drum and a fan are arranged. The offshore wind turbine foundation structure has the beneficial effects that it can be guaranteed that the crawler crane is not affected by the stormy waves when working on the steel platform, so that the difficulty of offshore pile foundation construction and tower drum and fan mounting construction is reduced, construction quality is guaranteed, construction efficiency is improved, the construction period can be shortened remarkably, the cost spent in large constriction ships is saved, the construction cost is lowered, and the offshore wind turbine foundation structure is low in cost and capable of being reused.
