The offshore wind turbine foundation comprises a caisson foundation and a steel pipe frame, a plurality of pipe pile installation hole channels are evenly formed in the caisson foundation, pipe pile sleeve assemblies used for installing steel piles are arranged on the pipe pile installation hole channels, and at least one buoy device is arranged on the periphery of the upper end of each pipe pile sleeve assembly. The bottom of the buoy device is connected to the caisson foundation through an anchor chain, the steel pile penetrates through the pipe pile sleeve assembly and the pipe pile installation hole channel to be hammered into the seabed, and the pipe pile sleeve assembly is sleeved with a steel pipe column of the steel pipe frame. The seawater draught fan foundation adopts dry operation, the engineering difficulty is low, and offshore construction is facilitated.
