The invention relates to a hot-air layered secondary heating locomotive for pavement heat regeneration. The secondary heating locomotive comprises a machine frame with bearing wheels and a power system, wherein a new-material receiving hopper for loading new asphalt materials is arranged at the front end of the machine frame; a hot-material lifting device and a hot-air circulating heater are arranged at the middle part of the machine frame; the hot-material lifting device is used for lifting an asphalt mixture on the ground to the hot-air circulating heater; a conveying plate chain is arranged in the hot-air circulating heater; the asphalt mixture sent by the hot-material lifting device is conveyed backwards from front by the conveying plate chain, and during conveyance, the asphalt mixture is heated by hot air. The secondary heating locomotive is characterized in that a front material dividing device is arranged in front of the conveying plate chain; a rear material collecting device is arranged behind the conveying plate chain; the front material dividing device and the rear material collecting device are mounted on the machine frame. The secondary heating locomotive disclosed by the invention is simple in structure, and suitable for construction on narrow roads; the mixture of new asphalt and old asphalt can be sufficiently and evenly heated, and the quality of a new pavement can be guaranteed stable.
