The invention discloses an external bone prefabricated thin wall component and an assembled construction reinforced concrete pier and column and a construction method thereof. The external bone prefabricated thin wall component comprises a cylindrical thin wall component, wherein a horizontal holding rod is mounted outside the thin wall component; a clamping plate is arranged at the inner side of the horizontal holding rod; and a vertical holding rod is arranged at the outer side of the horizontal holding rod. Pier and column reinforcements and casting concrete are arranged in an empty inner cavity of the external bone prefabricated thin wall component. The transportation and the construction installation are convenient; the construction difficulty is reduced; the engineering quality is easy to be guaranteed; and external bones can be produced in batches in a standardization manner, and can be recycled after assembly to save materials.
