A portal alternate walking type maintenance and detection system using trimmer beams under guardrails on the two sides of the high-speed railway bridge as walking and working fulcrum is adopted; rotary working arms are arranged on the two sides of the lower surface of a walking part of the portal alternate walking type maintenance and detection system respectively, and pier-bypassing maintenance and detection work is conducted through rotation of the rotary working arms. By the adoption of the device, various kinds of maintenance and detection work below bridges can be completely achieved, bridge maintenance and detection can be conducted uninterruptedly under the condition that the high-speed rail runs normally, all work requirements of high-speed railway bridge maintenance and detection are met, and working efficiency is high.
