The invention discloses a rubble bed leveling equipment and a construction method thereof. The rubble bed leveling equipment comprises a leveling frame, a movable mother ship, a large trolley, a small trolley, lifting legs and a riprap pipe fixing rack, wherein the lifting legs are mounted at four corners of the leveling frame, tracks are arranged on the leveling frame, the large trolley is arranged on the tracks, the small trolley is mounted on the large trolley, the riprap pipe fixing rack is mounted on the small trolley, and a riprap pipe is arranged on the riprap pipe fixing rack. The construction method of the rubble bed leveling equipment mainly comprises four stages including frame erection in position, frame separation, construction operation and frame shifting. According to the rubble bed leveling equipment and the construction method thereof, the structure is light; due to over-water construction of the leveling frame, the equipment is not affected by factors such as sea waves, the tide and the like, the construction accuracy is high, the main body structure of the frame is light, the equipment has few additional devices, and the cost is reduced; the frame is light in weight, the lifting capacity of a lifting system and the legs is reduced, accordingly, the overall cost of the equipment is reduced greatly compared with the traditional leveling ship, and the efficiency is high.
