The invention discloses a sunk well construction method and a sunk well dismantling method, relating to the field of an underground structure in civil engineering, and aiming to facilitate the sinking of well tubes. The sunk well dismantling method comprises the following steps: by virtue of friction force to the outside of a tube section except for a tube section needing to move upward, applying force to the tube section needing to move upward so that the tube section needing to move upward can move upward by overcoming resistance; and by virtue of friction force to the outside of a tube section except for another tube section needing to move upward, applying force to another tube section needing to move upward so that another tube section needing to move upward can move upward by overcoming resistance. The sunk well construction method and the sunk well dismantling method are suitable for sunk well construction and dismantling occasions.
