The invention discloses a one-way sand-sticking cylinder deceleration strip with a conical base plate. The one-way sand-sticking cylinder deceleration strip comprises a deceleration panel. One end of the deceleration panel is connected with a rotating shaft fixed to the ground, a spring is arranged on the bottom of the other end of the deceleration panel, and a sand-sticking cylinder is arranged below the deceleration panel. The sand-sticking cylinder comprises a connecting rod, the base plate and a sand pit.
