The invention provides a rotary kiln device and a method for constant temperature indirect calcination of limestone. Gas and air are mixed and combusted in a heating furnace, when the wind temperature reaches the set value, wind is sent to a hot wind chamber of an inner cylinder of a rotary kiln, heat is transferred to an outer cylinder of the rotary kiln through radiation, calcination of limestone with a small granularity of 20mm-40mm is carried out, and thus the hot wind chamber and the calcination chamber are separated fully. The calcined limestone is subjected to decomposition, calcium oxide is obtained, the calcium oxide is cooled and discharged through an ash output device and goes into an ash bin for storage, generated carbon dioxide gas preheats limestone through a connected preheater, then is collected by a gas collection pipe, and is subjected to dust removal, drying, pressing and liquefaction and dry ice is produced in a dry ice device. Exhaust gas generated from combustion and waste heat generated from cooling of calcium oxide preheat gas and air and then recovery of waste heat is carried out. External combustion is employed, constant temperature calcination of limestone is performed, high-quality active lime with few impurities can be obtained, carbon dioxide can be recovered, carbon discharge is reduced, and circular economy is met.
