The invention provides an exciting agent for sulfoaluminate cement having long operable time and short molding time as well as a preparation method and an application method of the exciting agent. The exciting agent for the sulfoaluminate cement comprises components in parts by weight as follows: 10-30 parts of aluminum sulfate, 10-35 parts of borax, 10-25 parts of calcium sulfate, 15-20 parts of sodium aluminate and 6-15 parts of coal ash. According to the exciting agent for the sulfoaluminate cement, aluminum sulfate has a function of early strength improvement, borax, calcium sulfate and sodium aluminate have functions of regulating cement solidifying time and improving the early strength, so that the operable time of the sulfoaluminate cement is greatly prolonged, the molding time is greatly shortened, and the productivity is improved while the operable time of slurry is prolonged.
