The invention discloses a composite cement additive. The composite cement additive is prepared from, by mass, 3-6% of sodium acetate, 51-70% of purified water, 8-12% of triisopropanolamine, 12-18% of triethanolamine, 5-8% of ethanediol and 2-5% of polyethylene glycol. The molecular weight of polyethylene glycol ranges from 200 to 700. The composite cement additive is added in the cement grinding process or the composite cement additive is added together with mixing water when cement is used, and the mass fraction of the dosage of the composite cement additive ranges from 0.3%o to 0.8%o. By means of the prepared composite cement additive, electricity consumption and coal consumption can be lowered, quality and performance of cement can be improved, the cost and price of the composite cement additive are lower than the average level of those of like products in China, and the composite cement additive is easy, convenient and feasible to prepare.
