The invention discloses a gangue porous cement concrete used for a road surface layer. The gangue porous cement concrete is prepared by the following components by mass fraction: 10-20 parts of cement, 70-85 parts of aggregates, 0.05-0.2 parts of gangue powder, 3-10 parts of water, 0.05-0.2 parts of a water reducer, 0.3-1.5 parts of a modifier emulsion and 0.9-1.8 parts of a fiber reinforced material. According to the invention, gangue is taken as one of the raw materials, the porosity is large, and flexural strength is high.
