The invention discloses an oxide ceramic microbead blank forming device based on a gel-casting process. Two ends of each slurry transmission pipeline (2) of the forming device are respectively communicated with an oxide slurry storage device (1) and an oily medium transmission pipeline (4); the two ends of the oily medium transmission pipeline (4) are communicated with two oily medium storage devices (3); fluid flow pumps (5) are arranged in the slurry transmission pipelines (2) and the oily medium transmission pipeline (4); a slurry refining device is arranged at the end, connected with the oily medium transmission pipeline, of each slurry transmission pipeline; the tip end of each slurry refining device is inserted into the oily medium transmission pipeline (4). According to the invention, the slurry is directly dispersed by using the shearing force of flowing media, form balls under the effect of surface tension and flows with media, so that the slurry is extremely high in utilization ratio and ball forming efficiency, and does not agglomerate before the microbead blank is not cured, the original size is kept and microbeads are good in roundness.
