The invention relates to a stress absorbing layer for processing asphalt pavement cracks, a pavement structure and a construction method. The stress absorbing layer for processing the asphalt pavement cracks is a bag discrete material layer which is arranged between a substrate layer and a pavement layer; the bag discrete material layer consists of bags which contain discrete materials and are laid longitudinally along a road; the used bags are formed by cutting and sewing geotechnical cloth; the discrete materials in the bags are one or more in sand, stone, asphalt pavement milling material, soil, muck and sandy soil; the pavement structure comprises the substrate layer, the pavement layer and the stress absorbing layer; and the stress absorbing layer is arranged between the substrate layer and the pavement layer. According to the absorbing layer for processing the asphalt pavement cracks, the pavement structure and the construction method, the bag discrete materials are adopted as the stress absorbing layer; the reflection cracks formed on the semi-rigid asphalt pavement can be effectively solved; the construction is simple; the materials are cheap and easily-available; and the service life of the pavement can be well prolonged under the condition that the cost is lowered and the labor is saved.
