The invention discloses a reusable pile foundation steel reinforcement cage pile locating device and a locating method. After a pile foundation steel reinforcement cage is hoisted and put in pile holes, the special locating device is mounted at the top of the steel reinforcement cage, and a situation that no central position or vertical elevation of a pile foundation deviates in a concrete pouring process is ensured. After concrete pouring is completed, the special locating device is taken out. According to the locating device and the locating method, connecting steel strips can be replaced according to the diameter of the steel reinforcement cage; the locating device is simple in structure, is made of common materials in architectural engineering, and is easy to mount and replace. After the locating device is used, the axial locating precision of the steel reinforcement cage can be ensured, and the steel reinforcement cage can be prevented from floating upward.
