An operating vehicle for erecting a pole among three-phase leads outdoors includes a vehicle body, a big arm, an operating platform and stay bars; the stay bars include a first stay bar, a second stay bar and a third stay bar, and lead claws on the first stay bar and the second stay bar strut the two leads on edges among the three-phase leads towards two sides; and the third stay bar is located in a middle part of the top of a sliding block and is slantly arranged, and a lead claw on the top of the third stay bar struts the middle lead among the three-phase leads aslant upwards. A space A is formed between the lead L1 and the lead L2. A method for erecting a pole is also disclosed. The lead L1 and the lead L3 on the edges among the three-phase leads are strutted outwards towards the two sides through the lead claws on the first, second and third stay bars, the middle lead L2 among the three-phase leads is strutted towards an inclined upper side, a relatively large space A is formed between the lead L1 and the lead L2, so that a line pole only needs to pass through the space A after the line pole is hoisted, and the area of the space A is large enough and does neither influence nor interfere with passing of the line pole, thereby ensuring safety and convenience of pole erection.
