The invention provides an energy-saving and environment-friendly sound insulation and heat preservation method for a building inner wall. The method includes the steps of wall face leveling, cement paste feeding, sound insulation and heat preservation layer coating and surface treatment. The step of sound insulation and heat preservation layer coating includes the procedures of base material layer coating and main material layer coating. A main material adopted in main material layer coating is prepared through the steps that cement, silt and water are evenly mixed according to the mass ratio of 1:1.5:3.3, and thin mud is obtained; 7.2% of polyurethane foam particles, 15.4% of jute fibers, 1% of rubber particles, 1.6% of white carbon black and 3.2% of sulfur paste powder by mass are sequentially added to the thin mud; 8% of water-based acrylic emulsion, 4.2% of perlite, 3% of diatom powder and 5.1% of rock wool by mass are added to the mixture in a stirrer. According to the wall treated through the method, sounds are reduced by 73-75 db, and the heat conducting coefficient is smaller than or equal to 0.029 W/m.K.
