The invention relates to a hydraulic manipulator pile-pulling clamping device. The hydraulic manipulator pile-pulling clamping device comprises a manipulator clamping device body, a vibration excitation device and a hydraulic lifting device, wherein the manipulator clamping device body is provided with a clamp arm used for clamping or loosening a ground pile in the clamping device body; the vibration excitation device is provided with a vibration exciter used for pulling the ground pile buried underground so that the ground pile can be loosened; the hydraulic lifting device is used for prompting the clamp arm to be opened and closed so that the effect of clamping or loosening the ground pile can be achieved. The invention further provides a pile pulling machine using the hydraulic manipulator pile-pulling clamping device. By the adoption of the hydraulic manipulator pile-pulling clamping device and the pile pulling machine, the clamp arm can be opened or closed conveniently, so that the clamping device is tightly attached to the surface of the ground pile; the ground pile hit in the ground is lifted upwards and loosened by means of the vibration exciter, and then the ground pile continues to be lifted upwards through the hydraulic lifting device while it is guaranteed that a pile body is intact; the device is not limited by geographic positions, and pile bodies of soil piles, steel piles, concrete piles and other piles which are hit into planes and slopes can be pulled out; in addition, original pile bodies can be used to the maximum extent, and investment is reduced.
