The invention discloses an intelligent cart for spreading sand powdery matter and a construction method. The top of the cart is in an inverted roof shape and is provided with a seepage opening for leaking sand powdery matter. A dual-layer supporting plate with an opening is arranged below a cart body. The opening of the dual-layer supporting plate is flush with the seepage opening. The intelligent cart further comprises a seepage opening blocking piece which can move along a slide groove in the middle of the dual-layer supporting plate. Wheels for flat rolling sand powdery matter are arranged on the front side and the rear side of the cart body. The problems that carborundum is not evenly spread through manual operation and materials are wasted are solved; meanwhile, the spreading speed is increased, the spreading time is shortened, construction efficiency is improved, and cost is reduced.
