According to the present invention, the red mud modified phosphogypsum is used as the retarder to solve the problems of soil occupation due to the emissions of phosphogypsum and red mud waste and environmental pollution, and the cement production enterprises can achieve economic benefits and social benefits, such that the red mud adopted as the phosphogypsum modifier is the applicable cement retarder, and can be the gypsum substitute.
