The invention discloses a phosphogypsum cement retarder. The phosphogypsum cement retarder comprises, by weight, 40-60 parts of phosphogypsum, 5-8 parts of lime powder, 2.0-3.0 parts of a silane coupling agent, 10-15 parts of modified diatomite and 3-5 parts of water. The defects in the prior art are overcome, the modified diatomite in the cement retarder can adsorb the coupling agent, the coupling agent has an enhancing effect on adsorption of soluble phosphorus and fluorine by the modified diatomite, and the modified diatomite can react with the soluble phosphorus and fluorine to reduce thecontent of the soluble phosphorus and fluorine in the cement retarder; and additionally, the modified diatomite enhances the flexural strength and compressive strength of the cement when the cement retarder is used for Portland cement.
