The present invention discloses a high-cold roadbed frozen soil heat insulation construction method comprising the following steps: (1) according to whole-line frozen soil exploration data, a whole-line frozen soil roadbed is divided into three sections, namely, a less-ice and much-ice frozen soil area, a rich-ice and full-ice frozen soil area and a soil-containing ice layer road section, (2) the less-ice and much-ice frozen soil area is constructed, (3) the rich-ice and full-ice frozen soil area is constructed, and (4) the soil-containing ice layer road section is constructed. By control of the key technology, the problem of discharge of water in the slope toe of a roadbed with large ground lateral slope, and a frozen layer on the top of a cutting slope can be well solved, water sources can be effectively led away from the roadbed bottom to ensure the permafrost roadbed and the cutting slope are not eroded by overground water, permafrost region roadbed frost heaving and thaw collapse damage can be effectively prevented, permafrost region roadbed and road construction is normalized and standardized, the mechanistic organization is reasonable, and by sectional parallel operation and in-section assembly line operation, work efficiency is improved, construction quality is ensured, and the benefits are more prominent.
