The invention relates to a locking and opening device for a car trunk door. The device comprises a base, a transmission mechanism and an opening mechanism, wherein the opening mechanism comprises a handle opening assembly, an opening cylinder and a lock cylinder assembly; the transmission mechanism is provided with a cylinder driving end which is driven through the opening cylinder, and a handle driving end which is driven through the handle opening assembly; the lock cylinder assembly comprises a lock cylinder, and a lock plate for locking and unlocking the handle opening assembly; the lock plate is in linkage with the lock cylinder; a transmission part is arranged between the handle opening assembly and the handle driving end of the transmission mechanism; the handle opening assembly is in linkage with the transmission mechanism through the transmission part; the lock plate of the lock cylinder assembly is correspondingly matched with an unlocking cylinder which can prop to drive the locking plate to release the handle opening assembly from locking; the lock plate can move relative to the lock cylinder so as to achieve that the unlocking cylinder can be independent from the lock cylinder to drive the lock plate to finish the unlocking action; the lock plate is connected to a lock plate returning spring which can drive the lock plate to reach a locking position. The locking and opening device has the advantages of being high in safety, high in reliability, and convenient to open.
