The invention provides a fiber-reinforced cement fly ash stabilized full-recycled brick-concrete aggregate pavement base material and a preparation method thereof. The pavement base material is composed of full-recycled brick-concrete aggregate, cement, fly ash, water, fiber and a water reducing agent, and the pavement base material comprises the following components by weight: 800-1000 parts of full-recycled brick-concrete aggregate, 24 to 70 parts of cement, 8.0 to 20 parts of fly ash, 120 to 170 parts of water, 0.4 to 1.0 part of fiber, and 0.2-0.7 part of a water reducing agent. Accordingto the pavement base material provided by the invention, the full-recycled brick-concrete aggregate generated by dismantling the brick-concrete building is used for completely replacing natural sandstone, the road base material is rich in raw materials, low in cost, environment-friendly and economical, and has high tensile strength, dry shrinkage deformation resistance and good working performanceon the basis of meeting various technical requirements of current specifications on a road base, and the service life of a road is effectively prolonged.
